THE SOCIAL DIMENSION OF REGIONAL DEVELOPMENT IN THE ARCTIC ZONE OF THE RUSSIAN FEDERATION: IMPACT ON INDIGENOUS PEOPLES AND INTERNATIONAL PRACTICES

The social aspects of regional development in the Arctic zone of the Russian Federation (AZRF) are examined, with an emphasis on the impact of ongoing programmes on the quality of life of the population and the situation of the indigenous peoples of the North, based on a quantitative comparison of indicators of social infrastructure, income, poverty, healthcare and education. The comparison revealed territorial differences between the Russian regions of the ARRF and the Arctic territories of foreign countries. It was found that the social development of Russia's northern regions is characterised by high differentiation in infrastructure density and access to social services, with the Yamal-Nenets and Nenets Autonomous Okrugs showing the most stable indicators. It was found that effective social policy in the Arctic is possible through the integration of state, corporate and public governance, the adaptation of international practices and the development of mechanisms for the participation of indigenous peoples in decision-making.
