OPTIMIZATION OF BUDGET EXPENDITURES FOR THE SUPPORT OF MUNICIPAL EMPLOYEES WITHIN THE FRAMEWORK OF REGIONAL REGULATION OF INTERBUDGETARY RELATIONS

Abstract

In this article, the author examines the issue of optimizing budget expenditures for the maintenance of municipal employees in connection with the upcoming municipal reform. This reform implies a transition from a two-level system of organizing local self-government in the Russian Federation to a one-level system of local self-government through the elimination of such types of municipalities as rural, urban settlements and municipal districts that are part of the constituent entities of the Russian Federation. The author assessed the degree of differentiation in the number of municipal employees in some constituent entities of the Russian Federation, comparable in natural and climatic conditions and population size, and examined methods for establishing maximum standards for the formation of labor costs for municipal employees in these constituent entities of the Russian Federation in order to identify the best practices for organizing regional interbudgetary regulation in terms of forming the permissible amount of expenses for the management apparatus of municipal employees. In conclusion, the author has made a proposal to create a unified standard staffing level for local government bodies in terms of powers for all constituent entities of the Russian Federation, with the help of which it is possible to achieve the elimination of ineffective personnel in local government bodies and reduce budget costs for their maintenance.
