FEATURES OF COORDINATION OF ECONOMIC INTERESTS AND ENSURING ECONOMIC SECURITY IN THE SYSTEM OF PUBLIC-PRIVATE PARTNERSHIP

Abstract

The system of public-private partnership is one of the methods of interaction between the public and private sector. On the part of the state, federal state unitary enterprises, municipal unitary enterprises, state organizations carrying out supervisory activities act. On the part of the private sector – investors, designers, private firms operating in the construction industry, the educational industry, in the IT industry. To ensure uninterrupted and profitable work in the public-private partnership system, it is necessary to develop a model for coordinating the interests of participants. At the same time, it is impossible not to pay attention to economic security, especially at the present time. The purpose of this article is to analyze the features of interaction between participants in the public-private partnership system and to ensure economic security conditions. The article considers the basic guidelines for the formation of relations between the state and private business, the characteristics of the targets for reforming and improving the institutional foundations of their partnerships are given, the types of agreements (concession agreement, life cycle contract, special investment loan) are characterized. The authors come to the conclusion that the model of coordination of interests in the system of public-private partnership should be based on the following guidelines: qualitative expansion of the range of concession projects focused on the development of innovations and new technologies and improvement of organizational and economic mechanisms of functioning of socio-entrepreneurial corporations.
