The system of criteria and indicators of the effectiveness of international cooperation in science and technology is necessary to assess the economic, technological scientific, innovation, personnel, institutional and other results of the country’s activity to determine the level of its innovation activity. As a result of global challenges, it is necessary to conduct a comprehensive analysis of science and technology activities in order to understand the further actions of its development. The study of international cooperation in science and technology requires special attention in order to gain technological sovereignty. This article examines the system of criteria and indicators of the effectiveness of international cooperation in science and technology, as well as the grouping of indicators of international science and technology cooperation according to the way of measurement. The scientific results of the study, possessing elements of scientific novelty, are the proposed enlarged system of indicators for assessing the effectiveness of international cooperation in the scientific and technological sphere of the Russian Federation. The conducted systematization shows that the effectiveness of international cooperation in science and technology is determined not only by the number of invested resources, but also by the country’s ability to transform scientific costs into technological results, innovation activity and foreign economic effect. The article will be of interest to specialists in the field of world economy, specializing in the study of the development of international cooperation in science and technology.
