A METHOD FOR ASSESSING THE EFFICIENCY OF MANAGING THE DIGITAL TRANSPORT AND LOGISTICS BUSINESS ECOSYSTEM IN THE CONTEXT OF ENSURING FOOD SECURITY IN THE REGION

Abstract

This article explores the development of a methodological toolkit for quantitatively assessing the management effectiveness of a digital transport and logistics ecosystem functioning to ensure regional food security. The study focuses on operational, financial, and social parameters of interactions between ecosystem participants: distributors, warehouse operators, and logistics integrators. The aim of the study is to create an integrated indicator for measuring the effectiveness of digital transformation in regional food logistics. The methodological framework utilizes hierarchy process analysis to determine weighting coefficients, linear scaling to normalize indicators, and pilot testing using data from 82 regional companies of various types. It is demonstrated that existing approaches to assessing logistics effectiveness, focused on financial indicators, fail to consider the network nature of digital ecosystems and the specifics of food security, where uninterrupted and uninterrupted supply chains are critical. An integrated index is proposed that combines three groups of indicators with expertly determined weights (operational – 0.45, financial – 0.30, social – 0.25). During the pilot study, it was found that the implementation of a digital ecosystem resulted in a 50% increase in the integrated indicator for distributors, a 37.7% increase for storage operators, and a 68.8% increase for logistics integrators. The digital penetration coefficient made the greatest contribution to the improvement, increasing by an average of 0.45. Limitations in the applicability of the methodology were identified, related to the dependence of target values ​​on regional conditions and the need to introduce threshold restrictions for parameters.
