THE EXPERIENCE OF SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF INDUSTRIAL COUNTRIES OF THE WORLD

This article provides a comprehensive study of the experience of scientific and technological development in the leading countries of the world based on the analysis of the Global Innovation Index (GII), the dynamics of investment in research and development and their distribution by sectors of science (government, business, higher education), publication activity in Scopus, the Hirsch index, government spending on education and indicators of patent activity (number of patents filed and granted). The main components of the GII and the positions of the leading countries in the ranking are analyzed. The dynamics of allocations for research and development from the state budget, as well as the structure of internal costs for research and development work in the sectors of science are considered. The dynamics of patents granted and the number of applications submitted are analyzed. The position of the Russian Federation in the GII ranking and other indicators is assessed, and factors constraining its innovative development are identified, such as inefficient government regulation and the specifics of the financing structure for research and development (a significant proportion of the public sector).
