The study is devoted to the analysis of the application of project management in the public sector, in particular within the framework of the project portfolio management model. The project portfolio management model is considered from the point of view of analyzing the phases of the project portfolio lifecycle. The phase of selecting the components of the project portfolio from the point of view of prioritization is considered in detail. A mechanism is proposed for separating the components of the portfolio during evaluation in terms of the novelty of the component. The existing methods of evaluating the components of the project portfolio within the framework of national projects are considered. An indicator of the assessment of the social effectiveness of the component on the part of the degree of satisfaction of the recipients of the result is proposed, as one of the possible ones when constructing an integral indicator of the social effectiveness of projects in the field of youth policy. Conclusions are drawn about the possibility of further citizen participation in the formation of the list of components of the project portfolio as initiative groups.
