METHODOLOGICAL PRINCIPLES AND TOOLS FOR THE FORMATION OF THE PROGRAM OF INNOVATIVE DEVELOPMENT OF THE REGION

Abstract

Currently, the innovative development programs of the region are the most important tool for the innovative development of individual industries and business entities, as well as the country as a whole. The purpose of this study is to develop principles and tools for the formation of an innovative development program for the region. The subject of the study is economic relations connected with the innovative development program formation of the region. The paper analyzes regional innovative development programs. The insufficient connection of the considered innovative development programs with the projects implemented in the region is noted. As follows from the analysis, the principles of the innovative program development formation, as well as the methodology for forming innovative program measures development of the region are proposed. According to the results of the study, several conclusions are made. Firstly, regional innovation development program is a multi-component structure. Its sustainable functioning and development is possible only subjected to fulfilling functions by each component. Secondly, in order to successfully achieve the goals of regional innovation development program, several principles are formulated. In particular: the relationship of the program with projects implemented in the region, the principle of identifying and eliminating «structural holes» (SH), the principle of ensuring commercial efficiency (CE) of program projects, the principle of achieving budgetary efficiency (BE) of the program as a whole. Thirdly, the proposed methodology allows to determine both the activities of the program and the list of the projects for which they are being implemented.
