      <abstract xml:lang="ru">
        <p>За последнее десятилетие всё большее количество органов муниципального самоуправления реализуют инициативы по разработке инновационной муниципальной политики, целью которой является достижение зелёного городского развития, в основе которого лежит интеграция природной инфраструктуры, генерирующая множественные экосистемные услуги. В последние десятилетия экспертное сообщество и органы муниципального управления отмечают существенное значение сине-зелёной инфраструктуры в процессах формирования экологически и экономически устойчивых городских агломераций. Реализация проектов создания и восстановления сине-зелёной городской инфраструктуры является одной из насущных задач, требующих от органов муниципального управления выделения дополнительного финансирования. В связи с тем, что имеющихся источников финансирования может быть недостаточно для реализации полномасштабных проектов создания и восстановления сине-зелёной инфраструктуры, мобилизация частного капитала имеет решающее значение. На основе систематического обзора литературы в статье представлены существующие инновационные финансовые инструменты, использование которых позволит привлечь импакт инвесторов к финансированию проектов восстановления и создания сине-зелёной инфраструктуры. В статье подчеркивается, что интеграция инновационных финансовых инструментов при реализации проектов постконфликтного восстановления имеет решающее значение для привлечения масштабируемого частного финансирования для проектов восстановления и создания сине-зелёной инфраструктуры.</p>

      <trans-abstract xml:lang="en">
        <p>Over the past decade, an increasing number of municipal governments have been implementing initiatives to develop innovative municipal policies, the purpose of which is to achieve green urban development, which is based on the integration of natural infrastructure that generates multiple ecosystem services. Over the past nine years, the expert community and municipal authorities have noted the significant importance of blue-green infrastructure in the processes of the formation of environmentally and economically sustainable urban agglomerations. The implementation of projects for the creation and restoration of blue-green urban infrastructure is one of the urgent tasks that require the allocation of additional funding from the municipal authorities. As existing sources of financing may not be sufficient to implement full-scale blue-green infrastructure projects, mobilizing private capital is crucial. Based on a systematic review of the literature, the article presents the existing innovative financial instruments, the use of which will attract the impact of investors to finance projects for the restoration and creation of blue-green infrastructure. The article emphasizes that the integration of innovative financial instruments in the implementation of post-conflict reconstruction projects is crucial for attracting scalable private financing for reconstruction projects and the creation of blue-green infrastructure.</p>
