Эффективная деятельность в сфере авиации и космонавтики является приоритетным направлением развития национальной экономики – ее высокий уровень развития выступает одним из ключевых факторов международной конкурентоспособности страны. Актуальным для промышленной политики является развитие методологии обоснования эффективности проектов создания и эксплуатации ракетно-космической техники, полноценного учета совокупности сгенерированных эффектов на разных стадиях их производства и эксплуатации различными группами потребителей. Цель – актуализация методических подходов к определению совокупности эффектов с учетом особенностей деятельности организаций ракетно-космической отрасли (РКО), отражения ключевых результатов применения ее продукции с позиций различных групп потребителей в системном единстве значимых элементов и их взаимосвязей. Методы исследования включают системно-ситуационный и структурный анализ эмпирических данных деятельности субъектов деятельности отрасли, критическое и творческое рассмотрение современных научных подходов к вопросам определения эффективности продукции предприятий РКО. Результаты – выявлены основные проблемы методического обеспечения учета частных эффектов на разных стадиях жизненного цикла инновационной продукции отрасли, предложены направления и принципы полноценного учета эффектов с позиций предприятий-смежников, потребителей, госкорпорации в целом. В заключение отмечается необходимость дальнейшего совершенствования методик оценки абсолютной и сравнительной эффективности производства и эксплуатации ракетно-космической техники, отражающей ее современную сложность и высокий научно-технический уровень.
Effective activities in the field of aviation and astronautics are a priority area for the development of the national economy – its high level of development is one of the key factors of the country's international competitiveness. Relevant for industrial policy is the development of a methodology for substantiating the effectiveness of projects for the creation and operation of rocket and space technology, taking full account of the totality of the generated effects at different stages of their production and operation by various consumer groups. The aim is to update methodological approaches to determining the totality of effects, taking into account the specifics of the activities of organizations in the rocket and space industry (RKO), reflecting the key results of the use of its products from the perspective of various consumer groups in a systematic unity of significant elements and their interrelationships. The research methods include a system-situational and structural analysis of empirical data on the activities of industry entities, a critical and creative consideration of modern scientific approaches to determining the effectiveness of RKO enterprises. Results – the main problems of methodological support for accounting for private effects at different stages of the life cycle of innovative products in the industry have been identified, and directions and principles for fully accounting for effects from the perspective of related enterprises, consumers, and the state corporation as a whole have been proposed. In conclusion, it is noted that there is a need for further improvement of methods for assessing the absolute and comparative efficiency of the production and operation of rocket and space technology, reflecting its modern complexity and high scientific and technical level.
