В статье исследуются возможности управления рынком Беспилотных авиационных систем (БАС) через изучение структуры рынка, понятий «емкость рынка», «объем рынка», «потенциал рынка», «спрос». Автор акцентирует внимание на трех вариантах развития рынка БАС: естественное развитие, развитие посредством косвенного воздействия и прямого воздействия на рынок. Раскрывается структура регионального потенциала развития рынка БАС, содержащая восемь блоков. На основе проведенного исследования сделан вывод, что активное стимулирование развития рынка должно осуществляться через экономические рычаги, позволяющие федеральной, региональной власти и бизнесу принимать обоснованные экономические решения, что повысит бюджетную, отраслевую и коммерческую эффективность финансирования. Также развитие регионального рынка БАС возможно посредством воздействия на спрос для увеличения емкости рынка. Следует формировать готовые кейсы по внедрению беспилотников и услуг, осуществляемых ими, снижать технологические барьеры, проводить оценку эффективности услуг БАС, разрабатывать и внедрять другие мероприятия, направленные на развитие рынка беспилотных летательных аппаратов.
The article explores the possibilities of managing the unmanned aerial vehicles market through the study of the market structure, the concepts of "market capacity", "market volume", "market potential", "demand". The author focuses on three options for the development of the unmanned aerial vehicles market: natural development, development through indirect impact and direct impact on the market. The structure of the regional potential of the UAS market development, containing eight blocks, is revealed. Based on the conducted research it is concluded that active stimulation of market development should be carried out through economic levers that allow federal, regional authorities and businesses to make informed economic decisions, which will increase the budgetary, sectoral and commercial efficiency of financing. Also the development of the regional UAS market is possible by influencing demand to increase market capacity. It is necessary to form ready-made cases for the introduction of drones and the services provided by them, reduce technological barriers, evaluate the effectiveness of unmanned aerial vehicle services, and develop and implement other measures aimed at developing the drone market.
