Актуальность и практическая значимость научной работы объясняется тем, что обеспечение продовольственной безопасности в РФ является многоаспектной задачей, которая обусловлена повышением инновационной активности и эффективности функционирования всех сегментов АПК, планомерным увеличением технологичности национальных отраслевых секторов в рамках цифровизации. Вместе с тем условия новой рыночной реальности, имеющиеся международные ограничения, предполагают крупномасштабные улучшения сложившейся ситуации в АПК, а также максимальную интеграцию его сегментов в цифровую бизнес-модель функционирования. Цель работы – сформулировать стратегические направления реализации концепции обеспечения продовольственной безопасности в РФ в условиях цифровизации. Для достижения поставленной цели в работе необходимо решить следующие задачи: провести обзор литературы, посвященной исследованию сущности продовольственной безопасности государства, оценить современное состояние продовольственной безопасности в РФ, представить стратегические направления цифровизации АПК в целях обеспечения продовольственной безопасности в РФ, создать сценарии обеспечения продовольственной безопасности в РФ в условиях цифровизации и международных ограничений. Методы исследования: систематизация, обобщение, индукция, дедукция, анализ теоретических и эмпирических источников академической литературы, сопоставление, анализ статистических данных документов, сравнительный анализ, системный подход, концептуализация данных, сценарный подход. В статье авторами были представлены стратегические направления цифровизации АПК в целях обеспечения продовольственной безопасности в РФ: практическое применение дронов в целях наблюдения и контроля за текущим состоянием земельных ресурсов, пригодных для выращивания сельскохозяйственных культур; увеличение инновационной активности сегментов АПК в РФ посредством формирования венчурных команд и проектов; создание платформенного решения для сельскохозяйственных организаций, функционирующих во всех российских регионах; последовательное создание новой агро-парадигмы в условиях цифровизации. Учитывая санкционное давление на национальную макроэкономику, а также существующие возможности продовольственного сотрудничества между государствами, входящими в объединение ЕАЭС, авторы составили три сценария обеспечения продовольственной безопасности в РФ. Наиболее перспективным из них выступает использование кооперативных каналов в развитии сегментов АПК в контексте международного партнёрства между КНР и Россией.
The relevance and practical significance of the scientific work is explained by the fact that ensuring food security in the Russian Federation is a multifaceted task, which is due to the increase in innovative activity and efficiency of all segments of the agro-industrial complex, a systematic increase in the technological effectiveness of national industry sectors within the framework of digitalization. At the same time, the conditions of the new market reality, existing international restrictions imply large-scale improvements in the current situation in the agro-industrial complex, as well as the maximum integration of its segments into the digital business model of functioning. The purpose of the work is to formulate strategic directions for the implementation of the concept of ensuring food security in the Russian Federation in the context of digitalization. To achieve this goal, it is necessary to solve the following tasks in the work: conduct a review of the literature devoted to the study of the essence of food security of the state, assess the current state of food security in the Russian Federation, present strategic directions for digitalization of the agro-industrial complex in order to ensure food security in the Russian Federation, create scenarios for ensuring food security in the Russian Federation in the context of digitalization and international restrictions. Research methods: systematization, generalization, induction, deduction, analysis of theoretical and empirical sources of academic literature, comparison, analysis of statistical data of documents, comparative analysis, systems approach, data conceptualization, scenario approach. In this scientific work, the authors presented strategic directions of digitalization of the agro-industrial complex in order to ensure food security in the Russian Federation: practical use of drones for the purpose of monitoring and control over the current state of land resources suitable for growing crops; increasing the innovative activity of the agro-industrial complex segments in the Russian Federation through the formation of venture teams and projects; creation of a platform solution for agricultural organizations operating in all Russian regions; consistent creation of a new agro-paradigm in the context of digitalization. Taking into account the sanctions pressure on the national macroeconomy, as well as the existing opportunities for food cooperation between the states that are part of the EAEU, the authors have compiled three scenarios for ensuring food security in the Russian Federation. The most promising of these is the use of cooperative channels in the development of segments of the agro-industrial complex in the context of the international partnership between China and Russia.
