Сегодня даже при полной возможности распоряжаться доступными средствами и привлекать дополнительные финансовые ресурсы в медицину качественные характеристики ее деятельности неуклонно снижаются. Идет спад объемов финансирования данной общественно важной отрасли, значительно уступающей сложившимся темпам инфляции при пересчете в сопоставимые цены. Без модернизации, в существующем виде реализованная экономическая модель и на перспективу не будет способна обеспечить значимого увеличения контролируемых показателей при сохранении её жизнеспособности. Цель – исследование проблем организации эффективной деятельности отечественных медицинских учреждений в контексте факторов, влияющих на формирование и реализацию необходимого экономического потенциала; проведение анализа факторов обеспечения достаточной многоканальной организационно-финансовой поддержки для реализации установленных органами власти целей здравоохранения. К методам исследования относятся анализ и синтез информации, статистические группировки, контент-анализ и содержательная экономическая интерпретация отчетных данных деятельности профильных учреждений за годы перевода их деятельности на рыночные принципы хозяйствования, начиная с 90-х годов прошлого столетия по настоящее время. В ходе исследования выявлены ограничения экономической деятельности профильных организаций в условиях финансового обеспечения системы здравоохранения страны по страховой модели. Ожидать существенного роста объемов финансирования здравоохранения в рамках действующей модели ОМС нельзя, учитывая высокие темпы зафиксированной инфляции. Учитывая же общую динамику развития показателей здравоохранения РФ, необходима модернизация данной модели формирования экономического потенциала, выявление существующих проблем и их причин. На этой основе возможно построить стратегию развития отрасли, приближая ее контролируемые показатели до принятых в мировой практике значений. Необходимы улучшающие мероприятия по повышению эффективности мобилизации экономического потенциала медицинских организаций, поскольку наблюдаемые тенденции спада финансирования не в полной мере отвечают современным требованиям по улучшению их технико-организационного оснащения и соблюдению высоких стандартов оказания медицинской помощи.
Today, even with the full opportunity to dispose of available funds and attract additional financial resources to medicine, the qualitative characteristics of its activities are steadily declining. There is a decline in the volume of financing of this socially important industry, which is significantly inferior to the current inflation rates when converted into comparable prices. Without modernization, the implemented economic model in its current form will not be able to provide a significant increase in controlled indicators in the future while maintaining its viability. The purpose of the study is to study the problems of organizing the effective activities of domestic medical institutions in the context of factors affecting the formation and implementation of the necessary economic potential; analysis of factors to ensure sufficient multi-channel organizational and financial support for the implementation of health care goals set by the authorities. The research methods include the analysis and synthesis of information, statistical groupings, content analysis and substantive economic interpretation of the reporting data of the activities of specialized institutions over the years of transition of their activities to market principles of management, from the 90s of the last century to the present. In the course of the study, the restrictions of the economic activity of specialized organizations in the conditions of financial support of the country's health care system according to the insurance model were revealed. It is impossible to expect a significant increase in the volume of healthcare financing within the framework of the current CMI model, given the high rates of recorded inflation. Taking into account the general dynamics of the development of health care indicators in the Russian Federation, it is necessary to modernize this model of economic potential formation, to identify existing problems and their causes. On this basis, it is possible to build a strategy for the development of the industry, bringing its controlled indicators closer to the values accepted in world practice. Improving measures are needed to increase the efficiency of mobilizing the economic potential of medical organizations, since the observed trends in the decline in financing do not fully meet modern requirements for improving their technical and organizational equipment and compliance with high standards of medical care.
