Статья посвящена системному анализу эффективности финансирования государственных закупок в сфере жилищно-коммунального хозяйства. Актуальность исследования обусловлена необходимостью совершенствования механизмов расходования бюджетных средств и обеспечения высококачественного предоставления коммунальных услуг. Новизна работы состоит в рассмотрении различных зарубежных и отечественных источников, демонстрирующих значимость конкурентных процедур, института жалоб и квалификационных требований для повышения прозрачности и результативности закупок. В рамках исследования описаны современные практики и выявлены основные проблемы (к примеру, отсутствие систематизированных методик определения стартовых цен, сложность оценки жизненного цикла проектов), препятствующие рациональному использованию бюджетных ресурсов. Особое внимание уделено электронным системам торгов и роли общественного контроля, позволяющим сократить коррупционные риски и стимулировать инновационные решения. Работа ставит перед собой цель выработать подходы к формированию контролируемой закупочной политики. Для её достижения применялись сравнительный метод, контент-анализ и обобщение мнений экспертов. В заключении даются рекомендации по переходу к интегрированным моделям финансирования и усилению ответственности всех участников закупок. The article is devoted to the system analysis of the efficiency of financing public procurement in the sphere of housing and communal services. The relevance of the study is due to the need to improve the mechanisms of spending budget funds and ensuring high-quality provision of utilities. The novelty of the work consists in the consideration of various foreign and domestic sources demonstrating the importance of competitive procedures, the institution of complaints and qualification requirements for increasing the transparency and effectiveness of procurement. The study describes modern practices and identifies the main problems (for example, the lack of systematized methods for determining starting prices, the complexity of assessing the life cycle of projects) that hinder the rational use of budget resources. Particular attention is paid to electronic trading systems and the role of public control, which reduce corruption risks and stimulate innovative solutions. The work aims to develop approaches to the formation of a controlled procurement policy. To achieve this, a comparative method, content analysis and summarizing of expert opinions were used. The conclusion provides recommendations on the transition to integrated financing models and strengthening the responsibility of all procurement participants.
