Концептуальные основы инклюзивного и устойчивого развития экономических систем разного уровня управления находят все большее отражение и значимость в научных исследованиях ученых и в политике совершенствования управления экономикой. Цель исследования заключается в проведении кластеризации мезосистем (на примере регионов Приволжского федерального округа) по инклюзии на основе цифровых инноваций для разработки направлений стратегирования их устойчивого и инклюзивного развития. В статье решены ряд научных задач: определена значимость инклюзивного развития для мезосистем; проведено моделирование кластеров по уровню инклюзивного развития на основе цифровых инноваций и разработаны направления стратегирования устойчивого и инклюзивного развития мезосистем. Научная новизна исследования состоит в том, что впервые предложены стратегии инклюзивного роста для мезосистем на основе цифровых инноваций в зависимости от их кластерной принадлежности. Для регионов-лидеров – это стратегия использования резервов инновационной активности в сфере цифровизации для укрепления инновационного задела посредством роста инвестиционных вложений в инновационную сферу, что непосредственно связано с повышение уровня интенсивности инновационной деятельности, который в настоящий момент является «узким местом» для субъектов данного кластера. Направления инклюзивного роста для регионов-средников, напротив, должны стимулировать вовлечение субъектов хозяйствования в инновационную деятельность, поскольку показатели эффективности цифровых инноваций в них достаточно высокие. Для регионов-последователей инклюзивного роста на основе цифровых инноваций примечательной может являться стратегия следования за рынком инноваций, поиск новых ниш и формирование среднемаржинальных рынков инновационной продукции. Представленный в статье инструментарий стратегирования мезосистем по инклюзии на основе цифровых инноваций может выступать как начальный элемент анализа для выработки управленческих решений на уровне мезосистем по достижению ее инклюзивного роста. Направления дальнейших исследований могут быть связаны с расширением возможностей применения различных типов систем для достижения устойчивого и инклюзивного роста.
The conceptual foundations of inclusive and sustainable development of economic systems at various levels of government are increasingly reflected and important in scientific research by scientists and in the policy of improving economic management. The purpose of the study is to conduct clusterization of mesosystems (using the example of the regions of the Volga Federal District) for inclusion based on digital innovations in order to develop strategic directions for their sustainable and inclusive development. The article solves a number of scientific problems: the importance of inclusive development for mesosystems is determined.; Clusters have been modeled according to the level of inclusive development based on digital innovations, and strategic directions for the sustainable and inclusive development of mesosystems have been developed. The scientific novelty of the study is that for the first time inclusive growth strategies for mesosystems based on digital innovations have been proposed, depending on their cluster affiliation. For the leading regions, this is a strategy for using the reserves of innovation activity in the field of digitalization to strengthen the innovation reserve through increased investment in the innovation sector, which is directly related to an increase in the intensity of innovation activity, which is currently a "bottleneck" for the subjects of this cluster. On the contrary, the directions of inclusive growth for medium-sized regions should stimulate the involvement of business entities in innovation activities, since the effectiveness indicators of digital innovations in them are quite high. For regions that follow inclusive growth based on digital innovation, the strategy of following the innovation market, searching for new niches and forming medium-margin markets for innovative products may be noteworthy. The mesosystem strategization toolkit presented in the article on inclusion based on digital innovations can act as an initial element of analysis for developing managerial decisions at the mesosystem level to achieve its inclusive growth. Further research directions may be related to expanding the possibilities of using various types of systems to achieve sustainable and inclusive growth.
