Целью исследования является анализ особенностей инновационной инфраструктуры регионов РФ и формирование основных векторов формирования и развития инновационной инфраструктуры ДНР как нового субъекта Федерации. Анализ направления формирования и развития инновационной инфраструктуры государства и регионов базируется на концептуальных положениях документов стратегического планирования в инновационной и научно-технологической сфере. Наиболее важными элементами инновационной инфраструктуры, обеспечивающими достижение национальных целей, должны стать научно-образовательные центры, инновационные научно-технологические центры, научные центры различных уровней, центры коллективного пользования, трансфера технологий, инжиниринговые центры. Статистическая оценка наличия соответствующих элементов инновационной инфраструктуры базируется на применении общенаучных методов исследования анализа и синтеза. Результаты анализа показали наличие диспропорций в составе инновационной инфраструктуры регионов, которая является результатом их социально-экономического развития. В качестве основного критерия определения направления развития инновационной инфраструктуры ДНР применен принцип выделения типа экономической специализации промышленности регионов: полиспециализированный, среднеспециализированный, слабоспециализированный, сильноспециализированный. Исследование структуры промышленности ДНР позволило предположить отнесение региона к полиспециализированным с созданием элементов инновационной инфраструктуры, базирующихся на взаимодействии субъектов государственной власти, научного сектора и промышленности.
The purpose of the study is to analyze the features of the innovation infrastructure of the regions of the Russian Federation and to form the main vectors of formation and development of the innovation infrastructure of the DPR as a new subject of the Federation. The analysis of the direction of formation and development of the innovative infrastructure of the state and regions is based on the conceptual provisions of strategic planning documents in the innovative and scientific-technological sphere. The most important elements of the innovation infrastructure that ensure the achievement of national goals should be scientific and educational centers, innovative scientific and technological centers, research centers of various levels, centers for collective use, technology transfer, and engineering centers. The statistical assessment of the availability of relevant elements of the innovation infrastructure is based on the application of general scientific methods of research, analysis and synthesis. The results of the analysis showed the presence of imbalances in the innovative infrastructure of the regions, which is the result of their socio-economic development. As the main criterion for determining the direction of development of the innovation infrastructure of the DPR, the principle of distinguishing the type of economic specialization of the industry of the regions is applied: polyspecialized, medium-specialized, weakly specialized, highly specialized. A study of the industrial structure of the DPR suggested that the region should be classified as highly specialized, with the creation of innovative infrastructure elements based on the interaction of government entities, the scientific sector and industry.
