В текущей ситуации в условиях санкций кластерный подход является одним из методов развития национальной инновационной системы, который предполагает совместную работу государства, частного бизнеса, научных и образовательных учреждений, промышленных предприятий. Чтобы данный подход способствовал диффузии инноваций, необходимо учитывать все его преимущества и недостатки. Кластеры объединяют значительное количество предприятий в области информационных технологий, биомедицины, машиностроения, станкостроения, арктических исследований, утилизации отходов и т.д. Целью написания статьи является рассмотрение кластерного подхода как одного из методов формирования национальной инновационной системы Российской Федерации и влияние этого подхода на диффузию инноваций. В статье рассмотрены действующие кластеры в мире и РФ, принципы формирования кластеров, последствия формирования территориальных кластеров, даны рекомендации по формированию кластеров в РФ. Автор приходит к выводу, что для развития национальной инновационной системы целесообразно использовать кластерный подход при поддержке государства в виде налоговых льгот, финансирования программ, предоставления земельных участков и т.д. Промышленность, учебные заведения, научно-исследовательские компании должны быть заинтересованы в создании таких кластеров.
In the current situation under sanctions, the cluster approach is one of the methods of developing the national innovation system, which involves the joint work of the state, private business, scientific and educational institutions, and industrial enterprises. In order for this approach to facilitate the diffusion of innovations, it is necessary to take into account all its advantages and disadvantages. Clusters unite a significant number of enterprises in the field of information technology, biomedicine, mechanical engineering, machine tool construction, Arctic research, waste disposal, etc. The purpose of this article is to consider the cluster approach as one of the methods of forming the national innovation system of the Russian Federation and the impact of this approach on the diffusion of innovations. The article examines the existing clusters in the world and the Russian Federation, the principles of cluster formation, the consequences of the formation of territorial clusters, and provides recommendations on the formation of clusters in the Russian Federation. The author comes to the conclusion that for the development of the national innovation system, it is advisable to use a cluster approach with the support of the state in the form of tax incentives, financing programs, provision of land plots, etc. Industry, educational institutions, and research companies should be interested in creating such clusters.
