Аннотация: в статье рассматривается содержание основ финансовой системы государства в правовом и экономическом аспекте того, как она меняется под действием внешних и внутренних факторов, что выступает важной составляющей для противодействия санкциям в процессе их расширения со стороны западных недружественных стран, решения ряда проблем, связанных с обеспечением экономической безопасности, требующих пересмотра роли бюджета в стабилизации финансовой системы и поиска новых механизмов и инструментов стимулирования экономического роста. При этом вопросы правового регулирования направлены на отношения по улучшению положения с перераспределением бюджетных доходов и части ВВР и обеспечению макроэкономических мер стабилизации национальной экономики в части борьбы с безработицей, инфляцией и последствиями негативного воздействия внешнего санкционного давления.
Abstract: in article the maintenance of bases of a financial system of the state in legal and economic aspect of how it changes under the influence of external and internal factors that acts as an important component for counteraction to sanctions which extension from the western unfriendly countries and also need of the solution of a number of the problems connected with ensuring economic security demand revision of a role of the budget in stabilization of a financial system and search of new mechanisms and instruments of stimulation of economic growth is considered. At the same time questions of legal regulation are directed to the relations on improvement of the situation with redistribution of budget revenues and parts of VVR and to providing macroeconomic measures of stabilization of national economy regarding fight against unemployment, inflation and consequences of negative impact of external sanctions pressure.
